On September 11, 2001, 19 al-Qaeda hijackers seized four airliners. Two hit the World Trade Center, one hit the Pentagon and one crashed in Pennsylvania. Nearly 3,000 people were killed.

Within months, claims spread that the US government had planned or permitted the attacks to justify wars in Afghanistan and Iraq. Extensive investigations found that al-Qaeda planned and carried them out, while documenting serious failures by US agencies to stop them.

What the evidence shows

  • Responsibility. The 9/11 Commission's 2004 report traced the plot to al-Qaeda leaders, including Khalid Sheikh Mohammed. Osama bin Laden acknowledged directing the attacks in a 2004 video.
  • Failures, not a plot. The commission and Congress's joint inquiry documented missed warnings and failures of information sharing between the CIA and FBI. They found no evidence the government planned or knowingly allowed the attacks.
  • Physical claims. Engineering studies, including those by the National Institute of Standards and Technology, rejected claims of controlled demolition of the Twin Towers.
  • Saudi questions. Declassified records, including the "28 pages" released in 2016, raised questions about support for hijackers by individuals linked to the Saudi government. That remains a separate, real line of inquiry.

Why it matters

Treating real intelligence failures as proof of a plot distracts from the accountability those failures required. The evidence about who carried out the attacks is overwhelming.
