The claim that Donald Trump is a Russian agent controlled by Putin goes well beyond anything an official investigation has found.

What the evidence shows

  • No investigation has established it. The Mueller investigation did not establish that the Trump campaign conspired or coordinated with the Russian government. Neither the Senate Intelligence Committee's bipartisan report nor the Durham review found evidence that Trump was a controlled asset.
  • It is not the same as a counterintelligence inquiry. News reports in 2019 said the FBI opened a counterintelligence investigation of Trump in May 2017, after he fired the FBI director. Opening an inquiry to assess a risk is not a finding, and no public conclusion about it has been released.
  • Trump's record is mixed and cuts both ways. His administration expelled Russian diplomats after the Skripal poisoning, sold anti-tank missiles to Ukraine and imposed sanctions. He also drew bipartisan criticism for his 2018 Helsinki press conference, where he appeared to accept Putin's denial over his own intelligence agencies, and for his repeated praise of Putin.
  • Foreign policy disagreements are not evidence of control. Treating policy choices one dislikes as proof of foreign direction is a recurring pattern in domestic politics.

Why it persists

Real Russian efforts to help Trump, his unusual warmth toward Putin, and the unresolved questions about his business interests gave the theory material to work with.

Lessons for readers

  • "Compromised," "asset" and "agent" are claims about control, which requires evidence of direction, not just agreement.
  • Distinguish between what is unproven and what is disproven.
