The Steele dossier was a set of opposition research reports. They made sensational allegations about Trump and Russia. After it became public in 2017, many commentators treated its claims as established or likely true.

Two official reviews found otherwise. The Justice Department inspector general and the Durham special counsel both found that the key allegations were not corroborated. The dossier did play a central role in obtaining surveillance of a Trump campaign associate. The claim that its allegations were verified is unsupported.

What the evidence shows

[edit]
  • Inspector general review. Inspector General Michael Horowitz found the FBI had no information corroborating the specific allegations against Carter Page in Steele's reporting when it relied on it. Rolling Stone, summarizing the report, said the CIA called the material "internet rumor" and that corroboration of the pee tape story was "zero".
  • Sub-source contradicted it. Horowitz said Steele's main sub-source, Igor Danchenko, contradicted the allegations of a 'well-developed conspiracy'.
  • Durham report. Special Counsel John Durham's report said investigators never corroborated a single substantive allegation in the dossier. It also raised the possibility that the dossier contained Russian disinformation.
  • Specific claims not borne out. Fox News reported that claims about hackers being paid from a nonexistent Russian consulate in Miami and about Michael Cohen traveling to Prague were discredited or unsubstantiated.
  • Role in FISA warrants. Horowitz found that the Steele reporting was essential to the surveillance application on Page. The dossier was opposition research funded by Democrats and the Clinton campaign.

Why it matters

[edit]

The dossier was leaked before it could be checked, and its most vivid claims spread widely. Later official reviews found the sourcing was thin and that the FBI had relied on it without corroboration. The case shows how unverified material can be treated as fact once it is repeated enough.
