On January 16, 1999, international monitors found the bodies of about 45 Kosovo Albanians in and around the village of Račak, many in a gully, killed the previous day during a Serbian police operation. William Walker, head of the Kosovo Verification Mission, called it a massacre. The killings helped lead to NATO's air campaign against Yugoslavia in March 1999.
Yugoslav authorities said the dead were fighters killed in battle and that the scene had been arranged afterward.
What the evidence shows
- Forensic team. A Finnish forensic team, led by Helena Ranta, reported for the European Union in March 1999 that there was no indication the victims were anything other than unarmed civilians. Ranta later wrote that she had been pressured by Walker over how to present her findings, but she did not change her conclusion about who the victims were.
- War crimes tribunal. In 2009, the International Criminal Tribunal for the former Yugoslavia, in the case against senior Serbian officials, found that Serbian forces killed the victims at Račak, who were not taking part in hostilities.
- Serbian tests. Yugoslav claims rested partly on gunshot residue tests by Serbian and Belarusian experts. Those results were not supported by independent investigators.
Why it matters
Račak shows how disputes over a single event can become proxies for a whole war. The international court's finding addressed the staging claim directly.
