On April 7, 2018, dozens of people died in Douma, a rebel-held town near Damascus, after what rescuers and medical workers described as a chemical attack. The United States, Britain and France launched missile strikes on Syrian chemical weapons sites a week later.
Russia and the Syrian government said the attack was staged. Russia brought Syrian witnesses, including a boy filmed in a hospital, to the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague to say nothing had happened.
What the evidence shows
- Fact-Finding Mission. In March 2019, the OPCW's Fact-Finding Mission concluded there were reasonable grounds to believe a toxic chemical containing reactive chlorine had been used as a weapon.
- Attribution. In January 2023, the OPCW's Investigation and Identification Team concluded there were reasonable grounds to believe that at least one Syrian Air Force helicopter dropped two chlorine cylinders on Douma.
- Internal dissent. A leaked 2019 engineering assessment by an OPCW inspector questioned whether the cylinders had been dropped from the air. The OPCW's director-general commissioned an independent review, which upheld the mission's findings and criticized the leaks.
Why it matters
The dissent within the OPCW was real and deserves its place in the record. Two formal investigations still reached the same conclusion, and the evidence does not support the claim that the attack was staged.
