The claim that Sweden is the rape capital of Europe relies on comparing Sweden's recorded rape figures with those of other countries. Sweden's numbers are high largely because of how it defines and counts sexual offenses. Comparisons with countries that use narrower definitions and different counting rules are not meaningful.
The claim
Commentators link Sweden's statistics to its intake of asylum seekers.
What the evidence shows
- Broad definition. Sweden expanded its legal definition of rape in 2005 and again in 2018, when it adopted a consent-based law.
- Counting method. Sweden records each reported incident separately. If a woman reports repeated assaults by the same person, each can be counted.
- Reporting. Swedish authorities have worked to encourage reporting. Higher reporting rates raise recorded figures.
- Swedish data. Sweden's National Council for Crime Prevention (Brå) cautions against international comparisons. Questions about offender backgrounds are a separate, debated issue that raw comparisons do not answer.
Why it persists
International crime tables look simple and are easy to misuse.
