On June 15, 2020, Indian and Chinese troops clashed in the Galwan Valley in Ladakh. Twenty Indian soldiers were killed, the first deadly clash on the border in decades. China later acknowledged four deaths. At an all-party meeting on June 19, Prime Minister Narendra Modi said that no one had intruded into Indian territory, no one was intruding, and no Indian post had been captured.

The statement was widely read as contradicting reports that Chinese troops had moved into areas India had patrolled.

What the evidence shows

  • Clarification. On June 20, the prime minister's office said the remarks referred to the situation at Galwan after the soldiers' sacrifice and that critics were giving them a "mischievous interpretation."
  • Ground situation. Military statements and reporting showed Chinese forces had built up positions along the Line of Actual Control in eastern Ladakh, including in areas India had patrolled. The army's own statements described the clash as occurring as China tried to change the status quo.
  • Buffer zones. Later disengagement agreements created buffer zones, some in areas Indian troops had previously patrolled. A patrolling agreement was announced in October 2024.

Why it matters

The undefined border makes "intrusion" contested, which leaves room for both governments to frame events. The remark understated a situation the government's own disengagement talks treated as serious.
