Jade Helm 15 was a US special operations training exercise held from July 15 to September 15, 2015, in Texas and several other states. Online commentators claimed it was a cover for a federal takeover of Texas, complete with detention camps in closed Walmart stores. Texas Governor Greg Abbott ordered the Texas State Guard to monitor the exercise. It ended without incident, and no takeover, camps or confiscations occurred.

The claim

The theory built on decades-old claims about secret "FEMA camps" for dissidents. An Army map labeling Texas as "hostile" territory for the exercise was cited as evidence of intent.

What the evidence shows

  • A routine exercise. The military regularly trains on private and public land with local consent. The "hostile" label referred to the fictional scenario of the exercise.
  • Nothing happened. The exercise ended on schedule. No arrests, gun seizures or detentions resulted, and the Walmart stores closed in 2015 were closed for business reasons.
  • No camps. Despite decades of claims, no secret FEMA detention camps have ever been found.

Why it persists

The theory fit existing distrust of the federal government, and the governor's monitoring order gave it apparent legitimacy.

Lessons for readers

  • Predictions that fail should count against a theory.
  • Official responses to rumors are not confirmation of them.
