After the September 11 attacks, a widely repeated claim said that Sudan had offered to hand Osama bin Laden to the United States in 1996 and that the Clinton administration refused. The 9/11 Commission examined the claim and reported that it found no reliable evidence of such an offer.
The claim
The story holds that the US could have taken bin Laden into custody years before 9/11 but declined, often because there was not enough evidence to indict him at the time.
What the evidence shows
- 9/11 Commission. The Commission reported that Sudan did expel bin Laden in 1996, and he moved to Afghanistan. It said it found no reliable evidence that Sudan offered to hand him to the United States.
- What Sudan did offer. Sudanese officials did approach the US about improving relations and offered intelligence cooperation. Accounts of an extradition offer came mainly from intermediaries and later Sudanese statements.
- Clinton's own remark. In a 2002 speech, Clinton said the US had not accepted a Sudanese offer because it lacked grounds to hold bin Laden. His aides later said he had misspoken, and the Commission did not treat the remark as evidence of a real offer.
Why it persists
It offers a simple counterfactual about a national tragedy, and Clinton's own confusing remark kept it alive.
