The claim that a 4 a.m. ballot dump in Milwaukee swung Wisconsin to Biden took a scheduled count and gave it a hidden-ballot narrative.
What the evidence shows
- Central counting is normal. Milwaukee is one of the municipalities that tabulates absentee ballots at a central location.
- State law delayed the count. Wisconsin law does not permit absentee ballots to be processed before Election Day, so about 170,000 absentee ballots were reported together.
- Not new ballots. Milwaukee's elections director said ballots were being counted, not found.
Why it persists
A sudden jump in a total looks suspicious when the reason for the timing is not explained.
