After the 2016 election, many critics and commentators said the Trump campaign had worked with the Russian government to help him win. The FBI and then Special Counsel Robert Mueller investigated the question. The shorthand for the story became "Russiagate".

The official findings did not establish the claim as stated. Mueller's report said the investigation did not establish that members of the Trump campaign conspired or coordinated with the Russian government in its election interference activities. The investigations did find real Russian interference and real contacts, so the claim is unsupported rather than a simple invention.

What the evidence shows

[edit]
  • Mueller's conclusion. The special counsel's investigation did not establish that campaign members conspired or coordinated with the Russian government in its interference. Attorney General William Barr's summary also said Mueller found multiple offers from Russian-affiliated individuals to assist the campaign.
  • Contacts were real. NBC News reported that Mueller found the Kremlin tried to interfere to help Trump and that the campaign had many undisclosed contacts with Russians. He found no evidence that Trump's camp conspired with the Russian government.
  • Senate committee view. The Senate Intelligence Committee's final report purposely did not reach a final conclusion on whether the campaign coordinated with Russia. It did describe the campaign's interactions with Russian intelligence services as a "grave" counterintelligence threat. Committee Republicans, in an addendum, said Russia meddled in many ways but that Trump was not complicit.
  • Legal threshold. A Cato Institute commentary notes that the Mueller probe found no evidence of acts that rose to the level of criminal conspiracy. It also argues the debate is often presented as a false choice between active conspiracy and a pure witch hunt.

Why it matters

[edit]

The word "collusion" is not a legal term, and it was used for everything from criminal conspiracy to campaign contacts that were merely unwise. That let each side claim vindication. Supporters of the claim often skipped the lack of a conspiracy finding. Opponents often skipped the documented contacts and the Russian interference that did occur.
